The Federation of Western Australian Police and Community Youth Centres Inc. (WA PCYC) is calling for a dedicated and passionate Financial and Business Services professional to take up the exciting and challenging role of Executive Manager, Finance & Business Services on a full-time basis.

Profile Position:

We are currently seeking an experienced and successful Finance & Business Services leader who thrives from a fast-paced environment and is looking for a challenge with an iconic not-for-profit organisation. As the Executive Manager, Finance & Business Services (EM, F & BS) you will be a key member of the Executive Management Team and will report to the Chief Executive Officer to provide leadership to the Finance and Business Services team to ensure the strategic objectives, annual business goals and budget expectations are met throughout the organisation.
The core objective of the F & BS function is to enable efficient financial management, business planning, assets and facilities management across the organisation to provide outcomes for disadvantaged and at-risk youth.  A key role for the EM, F &BS, is to provide support to the CEO in relation to business planning and commercial development
You will showcase your leadership skills and guide your Finance and Business Services team in the following key functions within the department:

  • Finance, Accounts & Payroll
  • Business Planning
  • Facilities, Lease, Security and Fleet management
  • IT Helpdesk and Equipment
  • Risk management
  • Asset management
  
Roles and Responsibilities:

  • Develop and deliver effective systems to support the achievement of the business strategy and plan, including but not limited to, annual and special project planning documents, business risk reviews, financial budgets and reports, Board presentations and annual reports
  • Participate and contribute to the development of strategic and business plans by contributing information, analysis and recommendations to support the growth and expansion of the business whilst supporting organisational objectives
  • Lead and oversee the establishment of all WA PCYC and Blue Light banking and investment accounts
  • Oversee the budget management process and make recommendations to drive efficiencies and effectiveness
  • Ensure accurate and timely financial reports and forecasts are prepared to aid the achievement of ongoing organisational and financial success.
  • Manage the finance team to deliver accurate and realistic cash flow reporting and management, payroll, accounts receivable and payable, budgets and reporting
  • Effectively manage and negotiate leases, coordinate maintenance services, negotiating and establishing fleet and management of IT contractors and equipment
  • Ensure accurate and timely financial reports and forecasts are prepared to aid the achievement of ongoing organisational and financial success.
  • In close consultation with the CEO, take a lead role in annual business planning for the organisation including the review of existing operations, and the development of new commercial development opportunities
  • Provide detail financial reports to the board on all strategic matters relating to financial and commercial activities.
  • Provide advice on financial implications of strategic management decisions relating to assets
  • Prepares monthly and annual consolidated financial statements for both PCYC and Blue Light centres for publication and external audit
  
Skills and Experience:

  • Tertiary qualifications in Finance, Business or relevant similar disciplines or equivalent level of expertise gained from a combination of experience, training or professional accreditation.
  • Proven experience operating in a commercial and strategic role, where experience in continuous improvement would be highly regarded.
  • Exceptional financial acumen, with the ability to interpret and advise non-finance personnel to achieve performance within budget.
  • Personable and professional, with a strong capability to remain objective, unbiased and balanced in challenging environments.
  • Proven ability to investigate, identify and analyse key issues and the associated alternative benefits and costs to develop practical solutions.
  • In-depth knowledge of financial, taxation, payroll, commercial and corporations’ legislation.
  • Ability to contribute to the organisation’s vision and strategic direction and how this impacts the organisation
  • Excellent attention to detail with strong time management and multitasking skills
  • Excellent written and verbal communication skills, a collaborative management style and the ability to forge highly productive internal and external working relationships.
  
Employee Benefits:
  • Salary between $130,000 to $140,000 gross pa plus superannuation, depending on experience
